Addresses review #20636: (1) package.yml author now matches the upstream GitHub author (chico → chicogong); (2) the Website Icon Extractor could not download icons — the upstream "Download" only called window.open on Google/DuckDuckGo icon services (measured 12s timeout on local networks, and the client blocks off-site navigation). Icons are now fetched through a same-origin proxy from the site's own favicon, rendered locally at four sizes and saved from an in-memory blob; verified on real hardware that 16/32/48/64 PNG files are written. Also restored the missing toast element on that page.
